Core Funding – Stage 3 Funding Agreement

Dear ELC & SAC Providers, We are happy to confirm that the funding agreements for both Core Funding and Interim Funding are now available on the Early Years Hive for services who have completed the Service Profile and submitted the Core Funding Application Module.

Core Funding Partner Service and Interim Funding Agreements

There are two funding agreements being made available for services to activate on the Early Years Hive: the Core Funding Partner Service Funding Agreement and the Interim Core Funding Partner Service Funding Agreement. Please see the DCEDIY’s communication from 11 August for additional information.

From today, or the point of submitting an application if they haven’t already done so, Partner Services have a 14-day window to activate the agreements. Please note that the Core Funding Partner Service Funding Agreement the Interim Funding Agreement are both required to be activated.

For Partner Services that have activated both funding agreements by 22 August 2022, advance payments, for whichever of the agreements is in effect, will commence the week ending 26 August 2022. All services who have activated the funding agreements by 31 August 2022 will receive payments in respect of 1 September 2022 onwards.

Both funding agreements are within the same Programme Application on the Programme page of the Early Years Hive. To activate the agreements, follow the below steps:

  1. Open the Programme page
  2. Click on ‘Core Funding Partner Service Funding Agreement’ in the Available Programme Applications section
  3. Click the Start button

You will then be asked to complete the following steps:

  • Review Programme Details
  • Confirm your Primary Authorised User (PAU)
  • Confirm your Organisation
  • Confirm your Bank Account
  • Confirm your Service Provider
  • Confirm your Tusla Registration
  • Read and confirm the Core Funding Partner Service Funding Agreement
  • Read and confirm the Interim Funding Partner Service Funding Agreement

Once activated, you will be able to view your agreements in the Active Programme Applications section. You can find copies of the Core Funding Partner Service Funding Agreement and the Interim Core Funding Partner Service Funding Agreement on the Core Funding Documents page on the Early Years Hive, or else at the below links: 

Please note that there have been some amendments to the Core Funding Partner Service Funding Agreement compared to the version that was issued on 28 June.  These relate primarily to amendments to the interaction between and the coming into effect of both agreements (e.g. clauses 6.3, 8.2, 10.1), further clarification in respect of capacity payments (6.4) and updates to data protection section including to reflect the dual data control (Appendix 7.)  

Core Funding Application Module Status updates  Due to the release of the Core Funding Partner Service Funding Agreement on the Early Years Hive, the status of your Core Funding application may be updated to reflect one of the below:  Submitted– Core Funding Application Module has been submitted however the funding agreements have not been activated.  Contracted – Core Funding Application Module has been submitted, funding agreements have been activated and are awaiting appraisal.  Approved – Core Funding Application Module has been submitted, funding agreements have been activated and the Core Funding Application Module has been approved.  The status of your application may change from approved back to submitted, this will enable your service to enter into contract.  Services that have an application status of Contracted or Approved will receive payments.
